This fast-paced two-day course equips law enforcement and multidisciplinary partners to build and sustain an effective Child Abduction Response Team (CART). Participants will examine offender behavior, abducted and lost child dynamics, team structure, deployment planning, legal considerations, and victim services—while analyzing how each element impacts recovery outcomes. Throughout the course, participants complete a CART Implementation Worksheet to document their agency’s resources, plans, key partners, and equipment—creating a practical roadmap for team development. The training culminates in a realistic, interactive readiness assessment that tests decision-making, coordination, and team preparedness through a time-critical missing child scenario. Success in the final exercise depends on how well participants apply what they’ve learned. Participants leave with not only a plan—but the experience of having tested it in a race against the clock to bring a child home safely.
***Child Abduction Response Team (CART) training is a two-day course that is delivered onsite.*** For optimal success, the requestor should be committed to establishing a CART and have the backing of key stakeholders. This is hands-on, readiness-focused training designed to help teams actively build and refine their response capabilities. To get the most out of the course, it’s important that your full multidisciplinary team attend—including Command Staff, CEOs, and key representatives from law enforcement, legal, emergency management, and other relevant agencies. Prior to the training, the AATTAP CART support team will connect with the requestor to help prepare and ensure the team is set up for a successful experience. Once a request is submitted, staff will follow up to begin that coordination.
Upon completion of this training, you will be able to: * Develop and implement a comprehensive CART plan, including roles, resources, and operational protocols * Coordinate interagency responses and deploy a dynamic search and canvass operation in a child abduction case * Identify key team members and ensure legal compliance during a child abduction response * Design victim assistance, reunification strategies, and community outreach plans to support CART operations * Test and evaluate team readiness and decision-making through realistic, time-critical child abduction scenarios
